I can’t imagine life without toilet paper. Back during the Y2 scare when everyone else was stockpiling MREs, I made sure I had a massive amount of toilet paper.
Do you have that same little quirk?
You might be interested to know that restaurant supply companies sell cases of TP in very large quantities. Some of these companies require a business license for making purchases, but others are open to the public.
While you’re shopping for TP, consider stocking up on paper plates, cups and bowls. During a water shortage, the last thing you’ll want is to waste water washing dishes.

My rule of thumb for stocking up on TP: there is no rule of thumb. You can never have too much of the stuff!

In reality – both of these items can be done without though most of us would prefer not to. Loose paper,leaves, or reusable baby washcloths can fill the need for toilet purposes. And there are myriad options for reusable feminine supplies. You just have to get over the Westernized “EW! Yuck” factor.
Being prepared is about far more than stockpiling goods (though that is a VERY important consideration). It runs a wide spectrum from ‘uniformed’ to ‘paranoid’. Ultimately it’s about being able to make due without modern conveniences.

Was reading a post-apocalyptic novel and one of the characters was a ferocious scavenger when it came to finding sources of TP. He was also always conscious of how much space it took up, so he often removed the rolls from the center and then pressed the roll so it was folded in half. If space is at a premium AND you want to store many, many, many rolls, that idea might help you pack in a few extras!
